Many customers request to use Recycled material plastic bags. What exactly are these plastic bags, and how can they offset plastic tax?
1 Why use recycled polybags?
Professional GRS polybag manufacturing factory — Dongguan Shunxingyuan Packaging Products Co., Ltd. compiles the following statistics:
The EU, since 2021 year 1 month 1 began levying a "plastic packaging tax". For single-use plastic packaging, a tax is imposed at a rate of per kilogram 0.8 euros, an additional plastic packaging tax is levied. This plastic tax is not imposed on virgin plastic or the packaging industry, but rather a fee paid for un-recycled plastic packaging waste.
2022 year 4 month 1 from day, the UK imposes a plastic packaging tax on single-use plastic packaging produced or imported (PPT) at a tax rate of per kilogram 0.2 pounds.
Italian plastic tax on 2023 year 1 month 1 day. This tax was initially mentioned in 2020 fiscal year budget, and its implementation has been repeatedly postponed since then.
The Spanish government approved the decree HFP/1314/2022 . The Spanish plastic tax takes effect from 2023 year 1 month 1 day, with a monthly threshold of non-recycled plastic packaging of 5 kilograms, with a tax of per kilogram 0.45 euros.
The German government has published a draft legislative bill for taxing single-use plastic products. Businesses that introduce single-use plastic products to the German market (including distance sales) will be required to pay tax for the first time, expected to start in 2025 year.
2021 In year, the U.S. Senate proposed a bill to levy an excise tax on all non-recycled plastics produced by plastic manufacturers, including plastic packaging, beverage containers, bags, and food service products. The proposal suggested starting from 2022 year, to tax new plastic at per pound 10 cents, 2023 raised to in year 15 cents, 2024 year 20 cents.

2 How to offset the plastic tax?
Having 30 % or more of recycled plastic content.
In the internationally recognized Global Recycled Standard GRS certification, it is explicitly stated that only pre-consumer ( pre-consumer recycled polybag ) PIR ) and post-consumer ( post-consumer recycled polybag ) PCR ) materials are considered recycled content. Therefore, 30% recycled、50% recycled、100% recycled refers to the proportion of recycled material by weight in a product or packaging.
Post-consumer recycled polybags ( post-consumer recycled polybag ), are materials generated by households or commercial, industrial, and institutional facilities as end-product users that can no longer be used for their intended purpose. This includes materials recovered from the distribution chain. Specifically, these are polybags recycled after consumer use; they feature widely distributed crystal points, are transparent, and their color is slightly darker.
PIR polybags are pre-consumer recycled polybag (i.e., pre-consumer recycled polybags), which are materials diverted from the waste stream during the manufacturing process. This excludes the reuse of certain materials, such as rework, regrind, or scrap generated in a process and capable of being reclaimed within the same process. Essentially, these are polybags recycled without prior consumer use.
In summary, PCR 、 PIR polybags are those that pass GRS certified polybags, or recyclable polybags, referring to those that meet customer requirements, achieve internationally recognized environmental standards, are truly recyclable and circularly regenerated, and are important products for environmentally friendly packaging.

TC certificate ( TransactionCertificate ) is an important document proving recyclable materials; the transaction certificate TC ( TransactionCertificate ) is also an important way for organizations to monitor the entire supply chain's compliance with the Global Recycled Standard GRS .
In simple terms, GRS certificate is a reflection of a factory's qualification, meaning that this factory is qualified to produce GRS products, but can also produce ordinary products. So, which products are ordinary, and which are recyclable?
Products with TC certificates are GRS recyclable materials! This means that GRS certificate is the factory's qualification proof; in contrast, TC certificate is proof for a specific batch of goods.
Therefore, TC the certificate will also include specific information such as the product's recycled content and weight.

Shunxingyuan Packaging has successfully issued thousands of TC transaction certificates, efficiently assisting with the customization of recyclable polybags.
