In recent years, the protection of the ecological environment has been highly valued, especially in pollution control. The government has always been very strict in its control of enterprises, especially polluting enterprises.
So, how can we avoid the environmental protection "sword"?
Shunxingyuan Packaging believes that doing the following will prevent problems.
I. Implement environmental protection policies
1. Comply with national industrial policies, local industry access conditions, and requirements for eliminating backward production capacity.
2. Strictly implement the environmental impact assessment system and the "three simultaneous" system.
3. Legally apply for discharge permits and discharge pollutants in accordance with the permitted content.
II. Upgrade equipment level
1. Enterprises should adopt closed production processes to replace open production processes, give priority to continuous and automated production processes to replace intermittent production processes, and minimize the frequency of material contact with the outside world.
2. Adopt advanced conveying equipment.
Replace existing water jet vacuum pumps for transporting liquid materials with shielded pumps, diaphragm pumps, magnetic pumps, etc. If, due to special reasons, compressed air or vacuum suction is used to transport flammable, toxic, and harmful chemical materials, the exhaust gas should be uniformly collected and processed. Give priority to using Roots vacuum pumps, oil-free lubricated reciprocating vacuum pumps, and other vacuum equipment.
If a jet vacuum pump or water ring vacuum pump must be used due to process requirements, a reactor-type or tank-type closed vacuum pump should be used, and the circulating liquid should be equipped with a cooling system.
3. Standardize the storage of liquid materials.
Chemical (including oil) storage tanks should be equipped with a recovery system or exhaust gas collection and treatment system.
The exhaust gas released during the loading and unloading of volatile acid and alkali liquid tanks must be absorbed using a falling film or packed tower, and the breathing exhaust gas should be treated using multi-stage water seal absorption.
4. Promote water-saving production processes.
Except for special process requirements, countercurrent washing should be prioritized for material washing, and cascading use of wastewater is encouraged.
III. Factory ecological environment
1. According to the actual situation, take corresponding anti-seepage, anti-leakage, and anti-corrosion measures for the floor of the production workshop, implement dry and wet separation in the workshop, and the factory area must fully implement "two improvements," namely, road and site hardening and greening of other areas.
2. There is no leakage, dripping, or spraying in the production site, and the environment is clean and orderly managed.
3. The ground of the tank area and general waste collection sites should be hardened and anti-seepage treated, with dikes built around them. General waste collection sites should also have rainproof measures.
4. Various pipelines in the factory area are clearly arranged, and pipelines should be installed openly, concentrated in rows or columns along walls or columns, or parallel overhead installation.
IV. Wastewater management
1. Implement rainwater and sewage separation
The initial rainwater collection pool is standardized and meets the volume requirements for initial rainwater; workshops that generate wastewater have separate wastewater collection pools, and the collected wastewater is then pumped through overhead closed pipelines into the company's total wastewater collection pool; cooling water is recycled through overhead closed pipelines; the rainwater collection system uses open ditches. All ditches and pools are made of concrete and have anti-seepage or anti-corrosion measures.
2. Treatment of production wastewater and initial rainwater
Enterprises that treat and discharge wastewater themselves must establish wastewater treatment facilities that match their production capacity and pollutant types. Wastewater treatment facilities must operate normally and be able to achieve stable and standard discharge; enterprises that connect to the sewage system must establish pretreatment facilities that match their production capacity and pollutant types. Pretreatment facilities must operate normally and be able to meet the connection standards; enterprises that entrust others with wastewater treatment must sign agreements with qualified units, have complete approval and transfer procedures, and establish entrusted treatment records.
3. Treatment of domestic sewage
Enterprises with connection conditions must connect domestic sewage to the sewage treatment plant for treatment; enterprises without connection conditions must treat it according to regulations.
4. Discharge outlet setting
In principle, each enterprise is only allowed to set up one wastewater discharge outlet and one rainwater discharge outlet, and sampling monitoring wells and signboards should be set up.
Wastewater discharge outlets must meet the requirements of standardized rectification, achieving "one obvious, two reasonable, three convenient," that is, obvious environmental protection signs, reasonable discharge outlet settings and discharge direction, convenient for sample collection, convenient for monitoring and measurement, and convenient for public participation and supervision; rainwater discharge outlets should use regular ditches and install emergency valves.
V. Exhaust gas management
1. Exhaust gas collection
Exhaust gas collection should follow the principle of "collecting all that should be collected and collecting according to quality." The exhaust gas collection system should be comprehensively designed based on factors such as gas properties and flow rate to ensure the effectiveness of exhaust gas collection.
2. Exhaust gas treatment
Various production enterprises should comprehensively analyze factors such as the amount of exhaust gas generated, the composition and properties of pollutants, temperature, and pressure, and then select mature and reliable exhaust gas treatment processes.
VI. Noise management
Enterprises should use equipment with low vibration and noise as much as possible, and noise emissions must meet the requirements of the "Emission Standard for Environmental Noise at the Boundaries of Industrial Enterprises" (GB 12348-2008).
VII. Solid waste management
1. Hazardous waste should be collected and stored according to its characteristics.
2. The ground of hazardous waste storage sites should be hardened, with measures to prevent rain, wind, and leakage, and the leachate should be guided into the collection pool through a diversion channel.
3. Hazardous waste storage sites should be marked with hazardous waste warning signs, and hazardous waste containers and packaging bags should be clearly marked with hazardous waste.
4. Establish a hazardous waste management register.
Accurately record the storage, utilization, and disposal of hazardous waste, develop a hazardous waste management plan and submit it to the district environmental protection bureau for the record, register hazardous waste, and truthfully report relevant information such as the type, quantity, flow, storage, and disposal of hazardous waste.
5. Hazardous waste should be entrusted to units with corresponding hazardous waste operation qualifications for utilization and disposal, and the approval of hazardous waste transfer plans and the transfer slip system should be strictly implemented.
VIII. Clean Production
Production enterprises need to complete clean production audits on time according to the annual requirements and meet the requirements of industry clean production standards.
IX. Environmental Emergency Management
1. Establish and improve the emergency management system.
Establish an environmental emergency management agency, establish an environmental emergency management system, and implement environmental emergency management personnel.
2. Develop an emergency plan for sudden environmental events in the enterprise.
Entrust a professional technical service agency to prepare the plan, and promptly report it to the environmental protection department after completing the internal and external evaluations.
3. Enterprises with larger environmental risks should carry out environmental safety compliance construction work.
4. Implement environmental risk prevention measures.
Standardize the construction of environmental risk prevention facilities, including emergency pools, initial rainwater collection pools, closing valves for the total discharge outlet of production wastewater, closing valves for rainwater outlets, and dykes for chemical storage tanks, etc., to ensure that once a safety production incident occurs, production wastewater, fire water, etc., will not leave the factory area and will not pollute the external environment.
5. Establish an environmental emergency material warehouse.
Emergency materials and equipment specified in the emergency plan must be in place and a special warehouse must be set up, and a material warehouse management system must be established.
6. Regularly conduct employee training and drills.
Conduct at least one environmental emergency knowledge training and emergency drill for sudden environmental events each year, and standardize the archiving of relevant account books and archival materials.
X. Standardized Environmental Management
1. Standardize the full-process identification construction of facilities, and equip key nodes of treatment facilities with markers, diagrams, and other unique symbols to make the entire process of treatment facilities clear at a glance and achieve quantitative management of facilities.
2. Enterprises must not illegally dismantle, idle, or shut down pollution control facilities, and must ensure that pollution control facilities operate stably and meet emission standards.
When the operation of waste gas treatment facilities is stopped due to accidents or equipment maintenance, the enterprise should immediately take emergency measures and stop production in time, and report to the ecological environment bureau.
3. Complete environmental regulations and systems, set up a special internal environmental protection agency, and establish an enterprise environmental management responsibility system composed of enterprise leaders, environmental management departments, workshop heads, and full-time environmental protection personnel.
4. Complete relevant archives, daily wastewater, waste gas treatment facility operation, medication, power consumption and maintenance records, and pollutant monitoring accounts are standardized and complete.
