2. General content of environmental monitoring inspections
( 1) Enterprise production situation
Industry and main products of the enterprise.
Products and production capacity of the last month, whether each line is in operation.
( 2) Enterprise environmental protection implementation situation
Whether the project has legally fulfilled the environmental impact assessment procedures, check the environmental impact assessment documents and approvals, etc.
Check whether the nature, production scale, location, production process used, or pollution control measures used are consistent with the environmental impact assessment and approval documents. For projects that started construction five years after the environmental impact assessment approval, whether a re-approval of the environmental impact assessment has been obtained.
Check whether environmental protection completion acceptance has been carried out after the project is put into operation. Whether the environmental protection completion acceptance procedures are complete.
Production workshop: Whether the ground of workshops involving acids, alkalis, and other corrosive materials is treated with anti-corrosion measures and regularly maintained. Whether there is any leakage during the production process.
Check the application, reporting, and payment of sewage discharge permits and fees.

Water pollution source environmental monitoring
The operating status, historical operating situation, treatment capacity and water volume, classification management of wastewater, treatment effect, sludge treatment, and disposal of wastewater treatment facilities. Whether a wastewater facility operation ledger has been established (Key operating times of wastewater treatment facilities, daily inflow and outflow of wastewater, water quality, medication and maintenance records.)
Sewage discharge outlet monitoring
Check whether the location of the sewage discharge outlet complies with regulations, check whether the number of sewage discharge outlets of the discharger complies with relevant regulations, check whether it complies with relevant pollutant discharge standards, whether monitoring sampling points are set up, and whether a standard section for measuring flow rate and flow velocity is set up. The total sewage discharge outlet must have an environmental protection sign, etc. Whether online monitoring and monitoring equipment are set up as required.
Drainage volume verification
For those with flow meters and pollution source monitoring equipment, check the operating records;
For those with water supply devices or water consumption certificates, calculate the drainage volume based on the water consumption;
For those without metering data and valid water consumption certificates, estimate the water consumption and drainage system data based on relevant national standards and manuals for similar enterprises.
Discharge water quality
Check whether the discharged wastewater quality meets the requirements of national or local pollutant discharge standards.
Check the model and specifications of monitoring instruments, meters, and equipment, as well as their verification and calibration.
Check the monitoring and analysis methods used and the water quality monitoring records. On-site monitoring or sampling may be carried out if necessary.
Check the separation of rainwater and sewage, and check whether the sewage discharger implements the separation of rainwater and sewage.
Emergency treatment facilities for accidental wastewater
Check whether the emergency treatment facilities for accidental wastewater of sewage dischargers are complete and whether they can guarantee the interception, storage, and treatment of wastewater generated in the event of an environmental pollution accident.
Check the reuse of treated wastewater
Waste gas pollution inspection
Check the operating status, historical operating situation, treatment capacity, and treatment volume of waste gas treatment facilities.
Inspection of waste gas generated by combustion from boilers, petrochemicals, and chemical plants
Check whether chemical and petrochemical enterprises have reasonable treatment methods for continuously generated combustible organic waste gas, whether they adopt recycling or incineration methods, and whether the intermittent generation of combustible organic waste gas adopts incineration, adsorption, or combined processes.
Check the verification procedures and performance indicators of boiler combustion equipment, check the operating status of combustion equipment, check the control of sulfur dioxide, and check the control of nitrogen oxides.
Process waste gas, dust, and odor pollution sources
Check whether the discharge of waste gas, dust, and odor meets the requirements of relevant pollutant discharge standards;
Check the recycling of combustible gases;
Check the environmental protection measures for the transportation, loading, and unloading of gases and dust that can release toxic and harmful substances;
Air pollution control facilities
Dust removal, desulfurization, denitrification, and other gaseous pollutant purification systems
Waste gas discharge outlets
Check whether the discharger has built new exhaust pipes in areas where the construction of new exhaust pipes is prohibited;
Check whether the height of the exhaust pipe complies with the provisions of national or local pollutant discharge standards;
Check whether sampling holes and sampling monitoring platforms are set up on the exhaust pipe;
Check whether the exhaust outlets are set up in accordance with the requirements (Height, sampling port, sign, etc.), whether the required waste gas is installed and used online monitoring facilities according to the environmental protection department.
Unorganized emission sources
( 1) For emission points of unorganized emissions of toxic and harmful gases, dust, and smoke, where conditions permit organized emissions, check whether the pollutant discharge unit has carried out rectification and implemented organized emissions;
( 2) Check whether dust prevention and control measures or dust prevention equipment are adopted for dust from coal yards, material yards, and goods, and dust from construction production processes;
( 3) Conduct monitoring at the enterprise boundary to check whether unorganized emissions meet the requirements of relevant environmental protection standards.
On-site inspection of solid waste pollution sources
Supervision of solid waste sources
( 1) Check the type, quantity, physicochemical properties, and generation methods of solid waste.
( 2) Check the types and quantities of hazardous waste in production according to the new "National Hazardous Waste Catalog" or GB5085 。
Storage and treatment and disposal of solid waste
( 1) Check whether the polluter is located in nature reserves, scenic spots, drinking water source protection areas, basic farmland protection areas, and other areas that require special protection, assuming facilities, sites, and landfills for the centralized storage and disposal of industrial solid waste
( 2) Check whether the solid waste storage facilities or storage sites have environmental protection facilities
For temporary solid waste storage and stacking sites
For the storage, treatment, and disposal of hazardous waste
Check whether the polluter dumps solid waste into rivers, lakes, canals, channels, reservoirs, and beaches and banks below the highest water level line, etc., where dumping of waste is prohibited by laws and regulations.
Solid waste transfer
( 1) Check the status of solid waste transfer
( 2) Check whether the transfer of hazardous waste is filled in the hazardous waste transfer form. And approved by the city-level or above in the transfer-out area
